The beginning of the period of modernization in Iran and the development of medium-term construction plans (from 1327 onwards), along with the implementation of land reforms (1341 onwards) and perhaps most importantly, the change of the government's income base from taxes and land debt (proprietary interest) to oil sales , along with the rapid growth of urbanization and the expansion of industrial activities, it became the foundation for unprecedented developments in the field of water governance in a new framework, but with the government as its center and in a completely centralized format. After the victory of the Islamic Revolution (1357), the process of expanding the exploitation of water resources was brought up in unprecedented dimensions, during which the previous civil and regional development plans, centered on water, in the areas of Nuabad and having a relative advantage, gave way to the implementation of development plans in All over the country. Thus, the attitude towards the management of water resources and its governance found relatively new characteristics. This article tries to investigate the governance of water and its role in balanced and sustainable development as well as evaluate its spatial consequences in Karkheh irrigation area (Khuzestan). This research has been done by relying on the mixed method (quantitative and qualitative) and by using the tools of structured questionnaires and interviews, focused group discussion sessions and non-participatory observation and dialogue. Based on this, an effort has been made to take into account the viewpoints of all actors at different national, regional and local levels (including managers and experts in various fields, including university professors and experts in water and agriculture, environment, development planners, representatives of local communities and users Direct use of the project in the form of individual and group interviews.}, keywords = {Sustainable development,Regional Development,good governance,water governance,unbalanced development,Iran}, title_fa = {حکمروایی آب و توسعه منطقه ای مورد: منطقه آبیاری کرخه(خوزستان)}, abstract_fa = {   آب و شیوه‌های کهن مدیریت و بهره‌برداری از آن در سرزمین ایران، که بخش وسیعی از قلمرو آن در اقلیم خشک و نیمه‌خشک قراردارد، همواره نقش بسیار مهمی در تحولات اجتماعی اقتصادی و برپایی چشم‌اندازهای فرهنگی برعهده داشته است. آغاز دوره نوگرایی در ایران و روی‌آوری به تدوین برنامه‌های میان‌مدت عمرانی (از 1327 به بعد)، همراه با اجرای اصلاحات ارضی (1341 به‌بعد) و شاید از همه مهمتر، تغییر پایه درآمدی دولت از مالیات و دیون ارضی (بهره مالکانه) به فروش نفت، در کنار رشد شتابان شهرگرایی و گسترش فعالیتهای صنعتی، زمینه‌ساز تحولات بیسابقه‌ای در عرصه حکمروایی آب در چارچوبی نوین، اما با محوریت دولت و در قالبی کاملا تمرکزگرا گردید. پس از پیروزی انقلاب اسلامی (1357)، روند گسترش بهره‌برداری از منابع آب در ابعادی بیسابقه مطرح شد که طی آن برنامه‌های پیشین عمران و توسعه منطقه‌ای، با محوریت اب، در مناطق نوآباد و حائز مزیت نسبی، جای خود را به اجرای طرحهای توسعه در سرتاسر مناطق کشور داد. بدینسان، نگرش به مدیریت منابع آب و حکمروایی آن خصوصیات نسبتا تازه‌ای‌ یافت. این مقاله می‌کوشد بصورت موردی به بررسی حکمروایی آب و نقش آن در توسعه متوازن و پایدار و همچنین ارزیابی پیامدهای فضایی آن در منطقه آبیاری کرخه (خوزستان) بپردازد. این بررسی با تکیه بر روش ترکیبی (کمی کیفی) و با استفاده از ابزار پرسشنامه‌های ساختارمند و مصاحبه، جلسات بحث متمرکز گروهی و مشاهده غیرمشارکتی و گفتگو به‌انجام رسیده است. بر این اساس، کوشش شده است تا از نقطه‌نظرات همه بازیگران در سطوح مختلف ملی، منطقه‌ای و محلی (شامل مدیران و کارشناسان حوزه‌های مختلف، از جمله استادان دانشگاه و خبرگان بخش آب و کشاورزی، محیط زیست، برنامه‌ریزان توسعه، نمایندگان جوامع محلی و بهره‌برداران مستقیم از طرح، در قالب مصاحبه‌های فردی و گروهی بهره‌گیری شود.}, keywords_fa = {توسعه پایدار,توسعه منطقه ای,حکمروایی خوب,حکمروایی آب,توسعه نامتوازن,ایران}, url = {https://mag.iga.ir/article_253491.html}, eprint = {https://mag.iga.ir/article_253491_014f8f50d8cb35b6a2f4dc2c8d7915bd.pdf} }
