As well, Tehran metropolis has encountered a lot of problems in relation to development around its borders. This management is functionally and geographically a dispersed one. Therefore, applying urban integrated management system in these areas is an imperative need. The statistical population includes citizens and Experts (managers and officials) of the city of Quds. According to Cochran's formula, this number is equal to 384 for citizens and for Experts are designated equal to 226 people.
