Urban land management is part of urban management and forms its core. And in some countries, such as Iran, there is no integrated and unified urban management and agencies at the national level participate in the administration and provision of urban services, in which case urban management should include the municipality and its branches or municipal agencies. Governments and city managers in many countries have tried to develop laws and regulations to increase the access of different groups, especially the poor to the land market, which in different countries, although the similarities in the problems of housing and land needed There are, however, different characteristics prevailing in this field that are affected by the legal, historical, political-economic, socio-cultural contexts and natural limitations that govern them. The present study is descriptive-analytical and has an applied nature and examines the relationship between urban land policy decision model with physical development of Sari city and the relationship between physical development model of Sari city with national policies and the role of urban land actors. In data analysis of this research, statistical and mathematical methods were used using Excel and Spss software for comparative and graphical analysis of GIS software. Findings indicate that the lack of a clear vision and consequently uncoordinated policies and institutions, centralized and non-participatory decision-making, and high tenure without the necessary institutional capacity are the most important reasons for the inefficiency of urban land management policy.
