Abstract
The present article is a survey description in terms of practical targeting and in terms of data collection method, due to the creation of practical understanding and knowledge for officials and managers of Tehran province in identifying and leveling key obstacles to the feasibility of land management projects in Tehran province. . To conduct this research through a comprehensive review and also using the opinion of experts and specialists, 22 effective factors were identified using structural futures analysis method from among 13 variables to model effective barriers to the feasibility of land management plans. Then, using the integrated technique of interpretive structural modeling and using a questionnaire, the factors were classified into eight groups. In the following, after determining the levels of each factor and also considering the final availability matrix, the final model of interpretive structure is drawn. Based on the results, factors such as the multiplicity of laws and regulations related to land management, lack of institutional strategic planning related to land management in the province, weakness of plans and planning programs prepared to provide an effective model for sustainable integrated development of different regions of the province, lack Presence of stakeholders and Stakeholders in the decision-making process in land management, lack of appropriate rules and regulations and systematic and institutional thinking for land management and unclear position of the provincial planning plan in the Tehran planning system are among the key variables affecting the non-feasibility of land management plans. They are considered in Tehran province.
