Abstract
Inner city lands are areas of urban development and internal development, the process of optimizing the use of internal lands. Planning and managing growth through inclusive development policy, compared to other growth policies outside and around, is more consistent with the sustainability framework and closer to sustainability goals. This article has tried to study the capacities and needs of internal development of Tehran metropolis by descriptive analytical method and using documentary data. The findings show that Tehran is a city with capacity and therefore prone to manage growth and spatial rearrangement through inclusive development. More than 18 thousand hectares of land with internal development capability in 30% of the city's area and 52% of arenas and large empty spaces with development goals and high availability, in addition, the distribution pattern with an increasing rhythm from east to west and north to south.
