In this research, the SWOT strategic model was used to present strategies, and the Delphi technique was used to make the planning participative.
The results of the research indicate that the cases of camouflage, hiding in the construction of the town and lack of proper zoning in the uses, proper coverage for the telecommunication system, electricity, gas and water, power transmission boundaries and electricity, gas and water facilities have not been observed, location The settlement has not been completed according to the upstream national, regional and land planning plans.
