Throughout history, cities have always been the main centers of gathering of human groups, the concentration of material and spiritual investments, and the main centers of economic growth. On the other hand, these centers are always one of the fixed and stable targets in the currents of wars and military attacks between the warring parties. Establishing stability and stability and reducing the amount of damage and casualties to urban areas during wars are among the important goals of urban planners and officials. The approach of passive defense is one of the methods that has received the special attention of officials and planners in this direction today. The main goal of this article is the pathology of one of the most important and vital uses of cities in times of crisis, namely medical centers and hospitals, in terms of compliance with the principles and requirements of passive defense. The study area of Mashhad and the study centers are Imam Reza and Razavi hospitals. The studied hospitals were examined based on two main criteria, i.e., design and placement method based on the principles of passive defense. The findings of the research show that the most important weakness of Razavi Hospital in the design department is the consolidation of most of the hospital's departments in one building, but in relation to such things as the existence of an intelligent fire extinguishing system, air rescue, access to communication networks and the existence of space The parking lot is in good condition. Imam Reza Hospital is also in a good condition in terms of the distribution of different parts of the hospital, access to the subway, access to fire stations, and the availability of air ambulance facilities. But on the other hand, in terms of the lack of smart fire extinguishing system, the lack of adequate and suitable open space in and around the hospital, parking, lack of access to first-class communication arteries and the presence of intersections and high traffic in the area around the hospital and the proximity to military use in the conditions It is not suitable for passive defense. At the end of the article, suggestions were made for improving the status of existing centers and designing and placing new medical centers according to the principles of passive defense.
