Iran, due to its location in West Asia (Middle East) and its unique geopolitical, geostrategic, geoeconomic, geocultural, geostrategic, geomedia, geoideological, aerostrategic, sleeping superpower, global mission, a thousand years ago, the world's civilization, 10 thousand years civilization And as an independent global actor with ideological goals such as political independence, maintaining territorial integrity, national security, religious democracy, the model of indigenous progress (Iranian-Islamic), building and reproducing power, civilization, authoritarianism, spiritual civilization and trust in the breath resulting from it; The object of greed, fear and threat is global hegemony (global management), one of the ways of threat is military attack and of the ways of countermeasures: active defense (defense with weapons) and passive defense (defense without weapons), which is passive defense in urban planning, planning It is used in urban and regional planning, geopolitics, civil engineering, architecture, international relations, etc. The issue of defensive urbanization and the role of passive defense in the life of cities has been one of the fundamental topics in urban planning and urban planning studies since ancient times. In this regard, knowing the principles related to defensive urban development and the components of defensive urban development is one of the desired indicators in creating an urban space with the least possible risk. In this article, the aim is to examine the different dimensions of passive defense and the components of defensive urban development, as well as to present a strategic model in passive urban defense, which is based on the descriptive-analytical method in order to determine the general principles of passive defense in urban development, as well as the Delphi method in a sample society. 5 professors of urban planning, geopolitics, geography and urban planning of Tehran University have been used with the aim of extracting the main principles. The results indicate that dispersion, coverage, fortification and strengthening are the main principles in safety, followed by fundamental solutions such as; Applying principles of access, reproducing power, building power, determining optimal locations, creating camouflage in sensitive urban activities, hiding and deceiving the enemy are of great importance in determining the target of the attack. Since one of the goals of urban design is to disrupt targeting; Therefore, appropriate location of targets, reduction of vulnerable areas, disruption of identification, reduction of environmental importance and desirability can be the main basis in passive defense approaches to finally form a city of power and a city of deterrence.
