Explaining efficient urban management by providing a professional development model for managers, case study: Tehran Municipality

Abstract

In order to realize efficient urban management, one should have a systemic and holistic view and approach to the factors of urban management and establish a systematic communication with the factors of urban development, one of these factors being the managers of urban service organizations themselves. Professional development of managers is an action that improves management performance by increasing the knowledge or skills of the manager and by changing his attitude. In this regard, the current research, using the qualitative research approach, has studied the factors affecting the professional development of Tehran municipality managers, so that with the development of city managers, the field of sustainable urban development can also be provided. For this purpose, in-depth interviews were conducted with 23 high and senior managers of Tehran Municipality. Interpretive analysis was used to analyze the data obtained from the interviews. The validity of the research findings was confirmed by the members (interviewees) and to calculate the reliability or consistency of the done coding, the test-retest reliability method and the reliability method of agreement between two coders (intrasubject agreement) were used. The results of the analysis of the interviews showed that the professional development of managers includes development in both individual and organizational dimensions. In the dimension of personal development, three levels of development of psychological characteristics, development of specialized and managerial knowledge, and moral development are proposed. In the dimension of organizational development, the development of structural and process characteristics of the organization should take place. In the field of development of psychological characteristics, factors such as critical thinking, creativity, emotional intelligence, risk-taking and self-development of managers should be developed. In the field of specialized and managerial knowledge, the professional development needs of municipal managers include the ability to use technology, master the principles of decision making and problem solving, stress management, team building ability, organizational conflict management, effective communication ability, and negotiation principles and techniques. . For the professional development of managers, organizational structural development, including attention to talent management, organizational support, performance management, learning organization, organizational climate, career path and networking, and in the field of development of the organization's educational processes, factors such as coaching, practical learning, succession planning and organizational learning should be considered and developed.
