The success rate of rural leader projects from the point of view of people and officials. Case: Rashtkhar city

Abstract

Today, Hadi projects are carried out with the aim of organizing and improving the physical fabric of rural areas. The success rate of Hadi projects implemented and people's satisfaction is one of the most important subjects studied in the science of rural geography. In line with this issue, the present research aims to evaluate the views of villagers and officials regarding the success and effectiveness of Hadi projects and the level of satisfaction with the results of the implementation of these projects. The statistical population consists of 5 villages in the central part of Rashtkhwar city, whose leader plan has been implemented. The sample population for the Q methodology includes 30 officials, experts and local people, and for the regular methodology, 348 heads of households. The research method is quantitative and qualitative, and library and field methods with questionnaire and observation tools have been used to collect data. In order to analyze the type of perception of people and officials from Q methodology, and to determine the desirability of the success indicators of Hadi project, Anova test and on sample t-test were used. The findings of Q methodology analysis showed the perceptions of people and officials of 4 types - including those who agree to modify Hadi plans; Strong supporters of implementing plans with the current process; Logical and balanced supporters, and opponents of Hadi's plans. Also, the findings of the Anova analysis showed that the impact of Hadi projects is negative in most areas and success has been achieved only in the field of facilitating transportation and improving the quality of rural roads. Also, the findings of the T-test showed that the type of environmental perception of people and officials is the most important factor affecting the existence of disagreements between people and officials about the effectiveness of Hadi plans.
