The state of urban public spaces for the disabled and those with reduced mobility. Case study: Second Sadeghieh Square (Tehran).

Abstract

Disability, as a biological and social phenomenon, is a reality that all societies face, regardless of the level of development, both industrialized and non-industrialized countries. Also, day by day, the number of middle-aged and old people who form the group with low mobility is increasing day by day with the increase in life expectancy in developed and developing countries, including in our country. Groups whose biological needs in the social environment, i.e. in urban public spaces, can enable them to move independently and without the help of others, and as a result, have an impact on the life dynamics of these demographic groups. Therefore, organizing and adapting urban public spaces according to the needs of the disabled and those with reduced mobility is one of the necessities of every society, especially our society, which after the war, in addition to the two groups mentioned, has encountered a number of veterans who need this attention. In the current research, the aim of analyzing and identifying the macro, medium and micro components influencing the activation or stagnation of public spaces in order to enjoy the civil rights of disabled people as a citizen in using urban public spaces has been addressed. The type of applied research and its method is descriptive analysis. Also, by using the SWOT technique, strengths and weaknesses (internal factors) as well as opportunities and threats governing urban public spaces (external factors) were investigated in the second Sadeghieh Square located between Panj and Do Districts of Tehran Municipality as a study sample. Then the internal and external factors governing the public spaces of the said area were scored and evaluated using the Likert scale; The findings of the research showed that due to physical, managerial and social defects, the said spaces have not been able to play their role as a space for social interactions (public domain) in relation to the disabled. Also, the results revealed that the conservative strategy (WO) is the first priority for planning the organization and renovation of the physical structure of public spaces in the region; Therefore, on the basis of taking a conservative strategy, it is possible to organize and adapt these spaces in order to achieve a public urban space by providing strategies and solutions that respond to the needs of citizens and prioritizing them based on the limitations of resources and costs, and the order and sequence of their implementation. It was achieved as a public area for the target community.
