واکاوی شاخص ها و امکان‌سنجی توسعۀ روستای هوشمند (نمونة مورد مطالعه: روستای آورگان)

چکیده

با وجود کاهش شدید جمعیت روستایی، اما هنوز حدود 47% از جمعیت جهان در نواحی روستایی زندگی می‌کنند. روستاهایی که عموماً در شرایط فقر و توسعه‌نیافتگی قرار دارند. این درحالی است که روستاها از جنبه‌های مختلف دارای توانمندی‌هایی بوده که می‌توانند در تحقق توسعة ملی نقش اساسی ایفا نمایند. از نگاهی دیگر اندیشه‌های توسعه بعد از انقلاب تکنولوژی و بویژه در دهة اخیر به سمت فناوری‌های نوین و بویژه هوشمند متمایل شده‌اند و دیگر الگوهای سنتی پاسخگوی توسعة پایدار روستایی نخواهد بود. درواقع فضای جدیدی برای روستاها و مبتنی بر فناوری ایجاد گردید که از آن به‌عنوان «روستای هوشمند» نام برده می‌شود. در این پژوهش که از نوع کاربردی- بنیادی و روش آن توصیفی- تحلیلی و مبتنی بر پیمایش است، سعی گردید با مطالعات کتابخانه‌ای و تدوین ادبیات و شاخصهای روستای هوشمند، به بررسی و امکان‌سنجی تحقق آنها به شیوة میدانی پرداخته شود. جامعة آماری شامل ساکنان روستای آورگان به تعداد 2041 نفر است که با کاربرد فرمول کوکران و تعدیل آن تعداد 280 نمونه به روش تصادفی مورد پرسشگری قرار گرفته‌اند. نتایج نشان داد که مهمترین شاخص‌های روستای هوشمند در زمینه‌های کشاورزی، صنعت، خدمات، آموزش، سلامت و ... است. همچنین نتایج کاربرد آزمون تی. تک نمونه‌ای نشان داد که بهترین شرایط در روستای مورد مطالعه جهت توسعة روستای هوشمند در بُعد «اقتصادی» و بدترین شرایط در بُعد «نهادی» است. در بعد اقتصادی، شاخص «خدمات» (با میانگین 48/3) و در بعد نهادی، شاخص «برنامه‌ریزی» (با میانگین 11/2) به ترتیب بهترین و بدترین شرایط را دارا است.

Despie declining rural populations, about 47% of the world's population still lives in rural areas. The villages that are generally in conditions of poverty and undevelopment. At the same time, villages have capabilities in various aspects that can play a key role in achieving national development. On the other hand, development ideas have shifted from the technology revolution and especially in the last decade to new and smart technologies And other traditional models will not be responsible for sustainable rural development. In fact, new conditions were created for the villages based on technology, which is called the smart village. In this research, which of applied-fundamental type and its method is descriptive-analytical and based on survey, An attempt was made to write the indicators of the smart village with library studies and to be feasible in a field method. The statistical population includes the residents of Avargan village and their number was 2041 people. Using Cochran formul and modifying it, 280 samples randomly questioned. The results showed that the most important indicators of smart village are such as agriculture, industry, services, education, health … . Also the results of the application of t-test showed the best conditions in the development of smart village are the "economic" dimension and the worst conditions are the "institutional" dimension. In the economic dimension, "services" (with an average of 3.48) and in the" institutional", "planning" (with an average of 2.11) have the best and worst conditions, respectively.
