Extended Abstract
Introduction
Books and literary works are a subset of the cultural heritage of every country. This heritage has created a type of tourism called "literary tourism". One of the fields of urban tourism development is "literature". Literary works, characters of Persian literature and places related to them are among the aspects of literary tourism.
Literary tourism is one of the important activities of "urban tourism". Urban tourism is considered as one of the types of cultural tourism and cities are one of the most important centers of production, supply and consumption of cultural and artistic products. In addition, the variety of cultural spaces in cities such as museums, exhibitions, cinemas, theaters, libraries and other artistic and cultural spaces makes many tourists come to the city to see these spaces and take advantage of their facilities.
For the development of each type of tourism, there are many effective factors that if any of them are strengthened, they will help to improve the condition of this industry. "Literary tourism" is not an exception to this rule, and factors such as introducing poets and writers and their works to the society, as well as providing services to visitors and holding festivals and programs about these great men and their works play a significant role in the development of literary tourism. Therefore, it is necessary and necessary to conduct a research as "Analysis of organizational capacities of literary tourism".
One of the major challenges of urban tourism development is determining the capacity in economic, socio-cultural and environmental dimensions, based on the environmental characteristics of the host regions. This is very important in urban environments that follow a complex and different nature and pattern.
Literary attractions, literary performances, private sector participation, non-governmental organizations, advertising, information, virtual space capabilities, cinema and filmmaking industry, investment, facilities and services, tourist satisfaction, literary festivals and events, infrastructure, service quality and literary tourism facilities in It is under "organizational capacities of literary tourism" which is effective in the development of this type of tourism. "The growth and development of tourism will not be possible without the government's intervention and investment. Governments have many responsibilities, but recently a new responsibility called tourism development has been added to their duties. "Capacity" is organizational and technical abilities, relationships and values that It empowers countries, organizations, groups and individuals at every level of society to perform tasks and achieve their development goals over time. Capacity not only refers to skills and knowledge, but also to relationships, values, and attitudes.

Methodology
The research method in conducting this research is "descriptive-analytical". In order to collect information, we will use documentary, library and field studies methods.
A- Library method: To get to know celebrities and their places of residence and graves, numerous books and articles are used, and we collect relevant materials.
B- Field method: In addition to library studies, in order to get more familiar with the cultural and literary attractions of Tehran, we will refer to cultural places and places of residence or tombs of poets and writers. We ask questions in the form of a questionnaire from the statistical community, i.e. tourists and residents of the neighborhood, and check the existing problems and facilities and take pictures of them. We designed the questionnaire based on the research variables and indicators listed in Table 1. In the end, using spss software, the questionnaire data is calculated and statistically analyzed. Then, we answer the research questions and evaluate the correctness of the hypotheses. At the end, we will summarize the discussion and provide appropriate solutions.

Results and Discussion
A significant number of literary tourists are women. Based on the findings of the questionnaire, 63.5% of the interviewees were women and 36.5% were men. According to the findings of the questionnaire, a large population of interviewees, i.e. 40.6% of them, were young people between 21 and 30 years old. Few of these people were over 50 years old. Also, a significant number of literary tourists were people with bachelor's degrees. These people accounted for 40.6% of the interviewees. After this group, there are post-graduates who made up 18.8% of t

he respondents. Among the local community, a significant number of interviewees were women. These people constituted 61.5% of the respondents. The remaining 38.5% were men. Among the local community, people between 13 and 49 years old accounted for the largest number and constituted 45.8% of the respondents.
The components of organizational capacity include "quality of services provided", "festivals and literary events" as well as "advertisement". We used Friedman's test to compare the importance of these components. The obtained result is P value 001. and less than 0.5. Therefore, the test is meaningful and we can say that the null hypothesis that the assumption of equal importance of these three variables i.e. "the quality of services provided", "festivals and literary events" and "advertisements" is rejected, and the opposite hypothesis that asserts the difference in the role of these three variables is rejected. It is accepted.
The variable "Advertising" with an average rating of 2.31 is the most effective individual capacity variable in the development of literary tourism in Tehran, followed by "Festivals and Literary Events" with an average rating of 1.93. ", with an average rating of 1.76, are in the third place and are less important than the two mentioned cases. Based on this, it can be said that according to tourists, among the organizational capacities, the "advertisement" variable has been more important in attracting literary tourists in Tehran than the other two variables.
Organizational capacity variables include "management of literary places", "the role of the private sector in people's participation" and "interest in holding literary programs in the neighborhood". To compare the importance of these variables, we used Friedman's test, the results of which are shown in chart number 4.
According to the P value of our test is 164 and it is more than 0.5. Therefore, the test is not significant and we can say that the null hypothesis, which is the assumption of equal importance of the three mentioned variables, is accepted, and the opposite hypothesis, which believes that the roles of these three factors are different, is rejected.

Conclusion
Today, literary tourism has gained a special place in the world. Iran is also one of the countries that can work in this field and create literary tourism with its poets and writers. The organizational capacity of developing literary tourism in Tehran includes the capacity of holding festivals and literary events, advertising and the quality of services provided. These components have the necessary capacity for the development of literary tourism in Tehran.
Literary tourism takes tourists from books to the places of creation of literary works or the place of birth and death of the creator of the work and the tomb. With its capabilities in literary tourism, Tehran can take valuable steps in attracting and developing this type of tourism. Literary tourists consider the factors of paying attention to infrastructures, increasing advertising and information, holding poetry contests and literary festivals, and launching a website to introduce cheap accommodations as effective in the development of tourism. All of the mentioned factors are manifested under the duties of public and private organizations and institutions, and in this way, the importance of related organizations and institutions can be understood. Therefore, for the development of literary tourism in the city of Tehran, in addition to the existence of places and literary attractions, attention should be paid to the infrastructure and equipment, and this is where the role of organizational capacities in the development of literary tourism is revealed.
Tourists believe that "organizational capacities" are more important than "environmental capacities" for the development of literary tourism; But according to the local community, "environmental capacities" are the most effective factors in the development of literary tourism in Tehran. Also, the literary tourists of Tehran believe that "advertising" is the most effective variable in the development of literary tourism in Tehran. According to the local community, "Management of literary places" is the most effective variable of organizational capacity in the development of literary tourism in Tehran.
