Analyzing factors affecting the feasibility of integrated urban management; Case study: Tehran metropolis

Abstract

The process of globalization has accelerated the growth of the world's metropolitan areas and added new problems to their existing problems. The vastness and complexity of the complex of living and activity centers and close-knit areas, whose pulse beats at the same point with the metropolis, necessitates the management of the metropolis at a level beyond separate institutions and individual municipalities.
In parallel with the problems and threats in the metropolitan area, the main challenge of managing megacities is to use the many facilities and opportunities that exist within them. In this regard, the present research has been conducted with the aim of analyzing the factors affecting the realization of integrated urban management in Tehran metropolis. In terms of the depth of the applied-developmental study, this article is based on the descriptive and analytical approach in terms of its nature and method.
The research method is a combination of survey and documentary type and collecting information and data through a researcher-made questionnaire, and its statistical population consists of two groups of city managers, experts and urban experts of Tehran. Relying on the factor analysis method, the number of 5 factors out of the 27 studied indicators was calculated, all of which have eigenvalues ​​above 1 and together explain 68.501% of the variance. Also, the obtained results indicate that the components of the legal framework with a correlation coefficient of 0.805, the weakness of the information infrastructure for integrated urban management 0.801, the overlap of organizational duties in different bodies related to urban management 0.782, the lack of clarification of the position of the urban management system In the case of organizations with the same level of 0.784 and the multiplicity of attitudes and political viewpoints with a coefficient of 0.777, the most effective and influential factors in the realization of the integrated management of Tehran metropolis were identified from the point of view of city managers and experts.
