Considering the economic, social, cultural and political conditions and characteristics of each city, the successful implementation of the city development strategy depends more than any other factor on the availability, agreement and participation of key players and integrated urban management and the creation of a suitable executive organization. Strategic plans require turning to collective wisdom, public participation, and democratic practices. This approach calls all stakeholders and development actors at the local and international levels to work together to develop a development strategy for a specific city or urban area.
The current research was conducted with the aim of analyzing the role of urban management in the success of Qazvin city's development strategy approach. The research method in this research is based on a quantitative survey method and the collection of the required data was in the form of documents and fieldwork. In the documentary method of the theoretical framework of urban management and planning, managerial differentiation factors and effective factors in the successful implementation of the city development strategy are explained and finally, the role of urban management in the success of the urban development strategy approach and through the measurement and evaluation of the effective factors on inefficiency and lack of The success of the city development strategy has been analyzed. The statistical population of the research is the citizens of Qazvin city. The data collection method is based on field survey, questionnaire, and library method. The resulting data were implemented in SPSS software and using mean, variance, standard deviation and path analysis model, data analysis and hypothesis testing were performed.
The results of the research show that a total of 23 factors out of 29 factors whose impact on the inefficiency and failure of the city development strategy were measured have a correlation of 50 to 92% and clearly emphasize the point that the managerial difference in The urban management structure causes inefficiency and failure of the "city development strategy" approach.
