Due to the variety of features of the natural environment, the size of the land and its borders, as well as numerous neighbors, the Islamic Republic of Iran is a country that faces diverse conditions in terms of cultural, social, economic and political characteristics and facilities, both internally and externally. Is. These special conditions, in terms of development and security, not only provide opportunities, but at the same time, they have been the cause of some serious concerns. Identifying these characteristics and searching for suitable solutions and strategies to take advantage of the opportunities and remove and adjust the restrictions in line with the development and security of the land at the local, regional and national level is mandatory. The objective manifestation of the two main characteristics of the border areas of the land, namely, the extent and diversity, can be found in the following characteristics: a. environmental-ecological diversity of border areas in terms of environmental-ecological factors and elements; b. the diversity of the historical-cultural background and social and economic-political characteristics; J. diversity of local and regional location of border areas and borders (especially with regard to neighboring countries); d. Different regional requirements and requirements and having different degrees of development, in terms of local, regional and national development indicators. In addition, the urban and rural areas of the border areas, although they are generally under the influence of the trends governing the cities and villages of the whole country and some of their general characteristics, in many other aspects with the internal settlements - both in terms of texture and structure And whether they are different in terms of activities and spatial relations. Such a situation in the social-economic disproportion and structural-functional inefficiency of the settlements can fuel the formation of unusual activities and relationships. Such characteristics of residential areas in the border areas take on diverse and complex dimensions, which usually double the necessity of achieving development and security. This article tries to emphasize the continuity of development and security by examining the importance and position of residential areas in border areas. The methodology of this article is theoretically based on the necessity of adopting spatial planning and an integrated development approach.
