Considering the necessity of regional integrated development, the analysis of the effective indicators in the development of cities is considered one of the most effective tools for planning. Educational index is undoubtedly one of the most important components for allocating equal facilities at regional levels. This research aims to investigate and stratify the cities of Gilan province according to the educational index, so that the less developed areas are identified and a tool for better decision-making by urban planners.
The research method was descriptive-analytical in which 9 groups of educational variables were determined and then the relevant indicators were also determined according to the variables and according to the steps of the TOPSIS method, first normalization and then de-scaling and weighting the indicators with SPSS software and McGranahan's correlation coefficient were obtained for the desired educational indicators, and finally 16 cities of Gilan province were leveled using TOPSIS method in terms of educational development. The results of this research show that the cities of Rasht, Siahkol, Rudbar and Rudsar have a favorable level of education and the highest level of educational development in the entire province with a rank of 1 (c+ = 1) corresponds to Rasht city and the lowest The level of development with rank 16 (c+=0) corresponds to Bandar Anzali city. Also, 62.5% of the cities of Gilan province were in the undeveloped group, 12.5% were in the less developed level, and 25% were in the developed educational group.
