The issue of management is actually one of the important discourses in the field of policy-making and overcoming the problems of the existing situation in villages. In this sense, a historical look at the roots and foundations of factors affecting management is very important. This article also seeks to analyze the historical factors that influence rural management in Iran.
The studied area is Taleghan city, located in Alborz province. In this research, the paradigm of interpretive scientific knowledge is the qualitative research method (based on the logic of questioning) and its approach is interpretivism. In this orientation, the role of campaigns and events that lead to the appearance of objective phenomena in the process of the given problem is addressed. Also, the factors and conditions that affect the main and underlying mechanism of the phenomenon under study are analyzed. According to the research problem and its purpose (historical analysis), the target community (Taleqan district) was used for text analysis. Among the historical sources related to the target community, 10 sources were examined. To collect information from the library method and to analyze the information in the framework of interpretive approach, qualitative content analysis method has been used. The research carried out indicates that the modern rural management system is affected by two categories of circumstantial factors (uneven topography and mountainous location, political-spatial isolation and the dominance of the subsistence economy based on pastoralism) and interactive factors (the dominance of isolationism, religious fundamentalism, conservatism) villagers, clinging to transcendental beliefs and seeking independence and superiority) and their consequences in the form of self-control and discrete action have become weak. Therefore, in the creation and efficiency of modern rural management, attention should be paid to the cultural characteristics arising from the environment of rural communities, which are influential in the environmental perception of villagers and their actions; They should be noticed and emphasized.
