Geography as a science is the study of systems in geographical space. Based on this, the region as a system whose product and output should be balance and excellence in life interactions; It should be examined and studied with a network view. Therefore, paying attention to the city and the village is the starting point of regional planning and the only solution to achieve sustainable development. In this article, the regional balanced development network is investigated from the perspective of the hierarchy of urban and rural relations in Qazvin region. Therefore, a descriptive-analytical method has been used to examine related documents and sources in this field. In this article, an attempt has been made to analyze the theoretical foundations of the subject under study (albeit briefly) by examining reliable and scientific sources in this field, and in the next step, an overview of the hierarchy of urban and rural relations in Qazvin region. To be presented based on the variable amount of transported cargo (in tons). Based on the surveys conducted in the Qazvin region, the relations between the cities and the villages of the province are very limited and this problem has been influenced by mechanisms such as the service concentration structure of the province, the change of urban and rural functions and other cases.
