تحلیل و ارزیابی عملکرد دهیاری ها در پیشبرد اهداف طرح هادی روستایی(مطالعه موردی: شهرستان زنجان)

چکیده

دهیاری به عنوان یک نهاد عمومی و غیردولتی، با شخصیت حقوقی مستقل و با درخواست روستائیان و مجوز وزارت کشور با هدف بهبود و توسعه شاخصهای اجتماعی، اقتصادی، سیاسی، فرهنگی و محیطی-کالبدی در هر روستا تشکیل می شود. یکی از وظایف دهیاری، همکاری با بنیاد مسکن در تهیه، تصویب و اجرای طرح هادی روستایی است.
این مقاله با روش توصیفی-تحلیلی، عملکرد دهیار در نحوه تهیه و اجرای طرح هادی و نظارت بر ساخت و ساز بعد از اجرای طرح هادی روستایی بررسی می کند. جامعه آماری تحقیق شامل 24 روستای شهرستان زنجان است که با استفاده از جدول مورگان، 373 نفر به عنوان نمونه آماری انتخاب شدند. برای تحلیل داده ها از مدل نیکوئی برازش کلموگرونف-اسمیرنف و توزیع پواسن و تحلیل رگرسیونی چندگانه با کمک نرم افزار SPSS استفاده شده است.
نتایج تحقیق نشان می دهد که، براساس مدل نیکویی برازش با سطح اطمینان 0.05P< ، عملکرد دهیار در طرح هادی مطلوب نیست. براساس توزیع پواسن، عملکرد دهیاری روند روبه رشدی دارد. همچنین تحلیل رگرسیونی نیز میزان همبستگی بین عملکرد دهیاری در توسعه و پیشبرد طرح هادی روستایی را، 0.929 برآورد کرده است. در بین شاخص های عملکرد دهیاری شاخص «عملکرد دهیار در نظارت بر ساخت و ساز بعد از اجرای طرح هادی» (0.447=β) بیشترین تاثیر و رضایت مندی را در اجرای طرح هادی داشته است. در این زمینه برای موفقیت دهیاران در اجرای طرح هادی، تاسیس دهیاریهای مستقل، آموزش دهیاران، و توسعه همکاری دهیار با سازمان ها و مشاوران و پیمانکاران ضروری است.

Dehyary as a public institution or non-governmental, independent legal entity at the request of Rural and license the country Ministry in each village is formed. And aims to improve the development of social, economic, political, cultural and physical environments is. One of the functions of Dehyari, cooperation with the Housing Foundation in the preparation, adoption and implementation of the rural Hadi plan.
This article with descriptive-analytic method to analyze the performance of Dehyar on how to preparation and implementation of Hadi plan and supervising the construction after the implementation of  Hadi plan focused . The Statistical population, Using Morgan table, 373subjects were selected. For data analysis from goodness of fit test, regression analysis, and factor analysis with SPSS was used.
according to goodness of fit of the model, Dehyari performance in plan Hadi is'n desirable. According to Poisson, performance Dehyari the growing and developing. In Regression analysis of correlation between Dehyari performance in development and promotion of Hadi Plan, is0.429, the factor analysis, indicator "Dehyar performance in monitoring the construction implementation after Hadi Plan" with amount(0.25) in explaining the Dehyar performance to advance the objectives of rural Hadi plan. In results, Dehyari's in Hadi plan goals have been moderate performance and acceptable. For improve the performance of Dhyari, Dhyari's established independent, local employment and educated Dehyar, effective collaborationof institutions with Dehyar, and training Dhyari's, seems essential.
