The horizontal expansion of the city or urban spiral is a phenomenon that has occurred in the last half century not only in developed countries but also in developing countries. This phenomenon of rapid spatial growth and expansion of the city towards the marginal and outer areas and in the form of low-density development, is isolated and fled. Ardabil city, despite the rapid population growth in the last few decades, has also had a rapid spatial growth and expansion. This article evaluates the changes in land use that have occurred in the urban area of Ardabil. The most important reasons for the horizontal expansion of Ardabil city are rural-urban migrations, migrations around the center, Mehr housing project and the absence of natural obstacles on the way of growth and expansion, he pointed out. The results show that the existence of agricultural lands and gardens inside the city, the right to choose freely to choose a place of residence and provide housing for all urban strata are among the positive effects and consequences of this phenomenon. But the adverse consequences of this phenomenon in economic dimensions are much more than the positive effects. In this way, in the economic sector, the increase in the cost of infrastructure and urban services, relying more on the use of private transportation instead of public transportation, etc., can be mentioned. Considering the many adverse effects that the horizontal expansion of Ardabil city has brought, it is suggested to use principles and policies in search of a solution.
