Nowadays, the control and collection of runoff within the urban area has become more important than its transfer outside the city. District 1 and 3 of Tehran, with an area of 272 square kilometers, is located in the northeast of Tehran, and during rains, a large amount of runoff flows in the streets in addition to the drains, which causes many problems. This research, using the 1:25000 topographic map of Tehran, the 1:100000 geological map of Tehran, user data, and altitude data of the Ester satellite with 30 meters pixels, the hourly rainfall data of North Tehran station in the period from 2007 to 2014, the feasibility of collecting and has done runoff control. In this regard, the runoff production potential has been calculated by Justin's method in two regions 1 and 3. Modares highway and Shariati street were chosen to locate the biological and atmospheric system of the garden. The positioning action along these two arteries has been done using the LID method, and for its evaluation and correction, the reports of flooding after rain, available in the 137th center of Tehran municipality, were used. Calculations related to longitudinal profiles were done with SWMM software. Comparing the daily runoff calculation results with the topographical conditions and the existing network of channels showed that when it rains, part of the produced runoff is drained towards the streets and highways, that the location of the runoff collection systems is the first priority of the green spaces in the water and fire parks.
