The concern of many rural researches is currently focused on understanding what structures govern the rural society in general and tourism related to it in particular. What is evident is that some people have economic concerns about the traditionality (inefficiency) of the rural society, and others consider the current quality of the villages as the basis of the nation's identity (a natural and cultural museum) with an idealistic view and demand the preservation and sustainability of the village. However, in identifying the powers of shaping the rural economy (tourism), one should not be limited to the developers and maintainers, but it is necessary to move the discussion towards the discourse: that is, to portray the role of the discourses in dealing with rurality and its activities. Tourism related to it. The present article regards the development of tourism in rural settlements as related to the "renovation" discourse, and with that, we will follow the discontinuity/connection of the policies of the development trustees and local residents (government-people relations) at the level of the rural economy. In the following, we come to the necessity that rurality in the country has gained meaning through an "alternative" discourse of modernization and demands local and regional independence in dealing with the presented policies. Finally, the forces shaping the village in a one-sided and unrealistic position expect results from this rural community (growth and high economic performance) that are beyond the capacity of the current conditions of local communities (facilities and infrastructure) and with The pure approach to rural tourism is looking for ambitious plans that always require minimal local participation (breaking decision-making circles and local residents).
