While the first investigations about the differences between men and women in geography go back to individual societies, from the 1970s onwards, gender issues were raised with an emphasis on gender differences and inequality. Since then, a set of theoretical ideas became the basis for a range of scientific studies and thinking. Thus, during the late 1980s and early 1990s, gender studies received special attention from rural geography scholars. Thus, the gender analysis of rural communities found a valuable place in rural studies. In addition, measures related to the leadership of all, which effectively encourage more interaction between the government, local governments, and civil society, are an important element in policies based on poverty alleviation and providing a better livelihood for the few. In this regard, explaining the local inequalities and strengthening the rural economy, local communities and available public services, requires a public space that is designed in an ideal way to include all members of the rural community in planning, implementing programs, managing current affairs, Manage and supervise the general activities of the partner. The general purpose of this article is to integrate the topics of gender, public leadership and rural development in the form of a practical approach for the proper analysis of rural communities.
