Urbanization developments in recent decades have been accompanied by major changes in urban contexts. The wear and tear of the fabric and the result of the wear and tear, which eventually leads to the loss of its dignity in the minds of the citizens, can be perceived and identified in various forms, including the reduction or lack of livability and safety conditions, as well as physical, social, economic, and institutional disorders. The governing approach of this research is "descriptive-analytical". The statistical population of the worn-out neighborhoods of Bafaq city is based on the comprehensive plan of the city. The city of Bafaq has an area of 1327 hectares and includes 25 neighborhoods, 21 hectares of which are worn out, including the neighborhoods of Bagh Ghazi, Kakamir, Hoz Bazo, and Bagh Lerdu, Chahar Pargar, and Bagh Boghor. Investigations show that in 1389, about 6 hectares of the total area of worn-out fabric is related to residential use, and in relation to the facilities and equipment, in terms of the gas supply network and the waste disposal system, it is not in a good condition, especially that the waste collection by Municipality is not done in a good way and environmental pollution is seen strongly in Baft area. The application of the ANP model in prioritizing the factors affecting the inefficiency of the city's worn-out fabric shows that economic and management indicators, followed by physical factors, especially the presence of demolition and restoration buildings, have the greatest effect on the inefficiency of the fabric. Investigations based on the SWOT analytical model in relation to indicators and influential factors make it clear that in the field of natural environmental studies, land use, road network, housing, economic, residents' participation and organizational management, the organizations in charge of managing worn-out fabric in Bafaq city have not been successful and have not used the existing strengths and opportunities to reduce the weaknesses and threats in the area of the worn-out city of Bafaq with the plan, so that the evaluation of internal factors with 1.81 and the evaluation of external factors with 1.13 indicate This is the issue. Finally, strategies and programs such as assigning a legal role to neighborhood councils in the matter of improvement and renovation, supporting and encouraging the consolidation of fine-grained parts, specifying the trustee of the unit of problematic structures, handing over worn-out structures through comprehensive plans and providing facilities Finances to the residents have the greatest impact on the management of the worn-out fabric of Bafagh city.
