The aim of this research is to empirically evaluate the role of the communication network of actors in the success of urban regeneration with an endogenous development approach in the city of Neka. The present research was conducted using a survey-analytical method and the statistical population included 50 actors from government, private, academic and non-governmental organizations. Sampling was done using the convenience method and data were collected using a structured questionnaire. The questionnaire consisted of four main sections: organizational and organizational capacities, legal and regulatory capacities, financial and human capacities, and communication and cooperation network among actors. The reliability of the instrument was confirmed with a Cronbach's alpha coefficient of 0.92 and the structural validity of the data was confirmed with exploratory factor analysis. The findings show that financial and human capacities play the greatest role in empowering actors to achieve urban regeneration goals and that legal and structural capacities are effective as facilitating factors. The communication network between actors includes three main dimensions: referral, cooperation, and trust, the coordinated interaction between which ensures the success of regeneration interventions. Also, the type of actor organization makes a significant difference in the level of utilization of capacities and evaluation of the communication network, such that the private and academic sectors have different perspectives on the government group. The research conclusion shows that a coherent communication network and a strong institutional capacity are a fundamental basis for the success of urban regeneration programs, and focusing on strengthening financial resources, specialized human resources, transparency of tasks, and inter-sectoral coordination ensures the effectiveness of endogenous development policies.
