"Power" and "Sovereignty" are among the key and fundamental concepts in political and philosophical thought. The aforementioned concepts from the ancient period (classical theories) to postmodern thinking have always been in the heart of the attention of thinkers of various sciences. In this article, an attempt has been made to answer questions such as who basically has power and what are the main elements of urban power and governance? In other words, who or who rule the cities? Let's find an answer that, of course, considering the development of relevant theories and its controversial scope in each period, an attempt has been made to examine its evolution in various periods and postmodern thinking.The results of the studies show that power was seen as a visible and tangible phenomenon in the opinions of the predecessors. The dominant thought of the Middle Ages was around the "theology of power" until in the modern era this concept was theorized by Hobbes. In this era, sovereignty was considered to be absolute power, but the most important change that this concept has seen in recent times, especially in postmodern thinking, has been the change in nature from a visible phenomenon to a soft phenomenon, so that the property It has become inclusive. Also, the theories of the study of urban power prove that the theory of regime is the closest theory to the approach of urban governance.
